MSF has the objective of working on the improvement of its accounting set-up in medical-humanitarian missions (field accounting) in the next planning cycle (2017-2019) with the objective of improving the overall financial management, internal and external accountability, readability and understanding of medical-humanitarian activities. In this context, a field accounting improvement venture is planned by the International Finance Team of MSF International and the 5 Operational Centres based in Amsterdam, Barcelona, Brussels, Geneva, and Paris to define the necessary changes and plan their implementation. The Field Accounting Improvement Advisor is part of the International Finance team of MSF International. The purpose of the position of Field Accounting Improvement Advisor is to develop an overall accounting plan including gathering the necessary/desired change requirements, proposing changes and developing an implementation plan as well as ensuring the implementation. • Design a field (analytical) chart of accounts with the objective of having more insight into the destination of field expenditure and enhance the possibilities for management accounting reporting. • Responsible for the overall progress and timeline follow-up;

• Define the main objectives for each of the focus areas and develop a project plan including governance, main milestones, points of decision and communication;

• Present progress of the project to the concerned international platforms.

• Compile and analyse information and lessons learned from activity based accounting implemented by OCs;

• Gather requirements and information needs from operational staff;

• Develop a proposal of analytical chart of accounts including clear definitions;

• Together with the 5 Operational Centres, develop an implementation plan;

• Together with accounting, supply and operational finance teams define the scope of this focus area; investigate ( groups of) assets and asset and stocks that could be excluded for practical or material reasons, which warehouses, etc.);

• Define and map the technical requirements needed for the valuation of field stocks and assets;

• Propose the best applied valuation methods for both stock and assets held in the field;

• Assess needs and perform a gap analysis that enables the implementation of the project;

• Liaise with UniField (or other field software) teams for the functional and technical enhancements and their feasibility needed in systems;

• Monitor implementation and propose measures for mitigation.

• Define supply minimum pre-requisites to start accounting and valuation of stocks and fixed assets.

• Liaise with operational , (operational) finance departments, HR and other relevant departments to gather current master data definitions (or their needs);

• Actively engage with other reporting initiatives (Typology, Mutual Accountability, Health Information Systems, Symphony) and ensure transparent mapping of dependencies with other such (inter)-OC projects ;

• Analyse the feasibility of having a common set of master data definition;

• Define an implementation plan including an implementation timeline;

• Professional accounting qualification e.g. Information for health ACCA, CIMA, CPA, CMA, (France: DECF/DESCF or Finance Bachelor) or equivalent is an asset

• Excellent knowledge of and experience with accounting, specifically non-current assets and inventory management

• Excellent knowledge of and experience with managerial / analytical accounting from the definition to the interpretation

• Interest in and commitment to MSF’s humanitarian principles

• Experience in management of projects in matrix organisations, strategic planning, priority setting for self or other and with demonstrable diplomacy

• Excellent written and communication skills and ability to work within a team

• Self-motivated & enthusiastic with ability to interact with a broad range of actors; demonstrable diplomacy
